Restore check if a BundleComponent has explicitly declared its EE #1395

And assume no EE if that check is positive.

Fixes https://github.com/eclipse-pde/eclipse.pde/issues/1386

Also incorporate the test-case added in https://github.com/eclipse-pde/eclipse.pde/pull/1388 and clean-up the rest of ProjectTypeContainerTests.
