I can reach the URL form the browser (even though it is quite slow) so I wonder if we have some configurable timeout that might not be passed to the new java11 http impl of P2 (@merks any hints in this regard?) Another option of course would be that Eclipse Infra is blocking my request for some reason...

The provider seems to produce this quite a bit more regularly. Mostly I recall seeing this when many stats requests were processed very rapidly, but I can't find the PR or issue where that was discussed....
