I tried it now and it worked, installing the latest updates, and restarted and then it still worked okay.
Which versions of ECF are installed for you?
And which versions of the Apache http libraries?

I am not really sure what these libraries do and what they mean, so I just shot those screenshots without understanding what is happening
I guess you didn't use the full SDK setup:
Also, it sounds like you installed one of the EPP packages, not the Eclipse SDK itself. Generally one should install the Eclipse SDK product so that you're "on the same page" as everyone else and are regularly "eating your own dog food", i.e., this product and version:
That way, on a semi-regular basis you can update to the latest I-build.
I'm not really sure what's gone wrong with your installation with strange class loader conflicts. The path of least resistance is to create a new one setup...

Sorry I couldn't actually fix the problem. It's a new one I've never seem before!!

When I press
Help -> Perform Setup Tasks
, no window is displayed, no progress bar is shown.The error log shows one error which seems related:
I have already seen and applied the advice of https://github.com/eclipse-platform/.github/issues/154. I don't believe it is related and the error message is different
