Use DS for DebugOptionsListener #101

DebugOptionsListener could be converted into a DS component

Probably this is one case where an activator is a better solution, as we most probably want the debug options to be set before anything else.

I'll leave this issue open just in case someone wants to share some thought, we can close this if no one feels there is anything to do here after a while (probably end of current release cycle?)
