Irregular GIF layer size

Description

A warning: /org.eclipse.m2m.qvt.oml.debug.ui/icons/localvar_obj.gif is a 16x16 icon but it has a 9x9 layer size.

I re-used this for the QVTd debugger and the irregular layer size has really bitten me.

The smaller size causes sibling icons in the Variables View tree to shrink, and this includes the expanded/collapsed icons, which on Windows shrink to what appears to be a new state.

I've added two screenshots, that I think show this problem. If it is a different problem, please let me know, and I'll create a separate bugzilla.

First screenshot: The 'L' icons are scaled too large. Everything else is fine. Cosmetic issue only.

Second screenshot: The 'L' icons are scaled ok. The rest is scaled too small. Clicking the expand/collapse is difficult, as the point where clicking has effect is moved a bit down and to the right.

Note that during a single debugging session, the situation might jump between these two screenshots. It might start out as one of them, then be like the other a bit later, and go back to the first one even later...
