Update policy for signing, allowing GPG signed plug-ins #28

A few years ago we agreed to allow third-party content to be signed with GPG keys and not be jar signed. This change records that and extends it as discussed at our meeting this week to explicitly also allow Eclipse content to be GPG signed.
