Add some visual hint on diagrams when in read-only mode #3479

2841 added support for read-only mode on diagrams, but there is no visual indication that a diagram is not editable.

For example when a diagram is inside a portal, if the portal is in "portal edition mode", the diagram will be read-only, but it is not obvious. As the end-user, it's confusing that the diagram seems not to work at all (except zoom/scroll).

Maybe some text/icon/chip added in the diagram's palette?

To add some ideas, we could also change the diagram background or change the title for example "Topography (read only)"
