improve bus lane handling from OSM #10406

[ ] parse lanes:psv and lanes:bus
[ ] allow bicycles (and taxi?) on bus lanes if the street as a whole allows them
[x] parse bus:lanes

in general bus:lanes should have precedence over lanes:bus because it is more precise
