junction collision at turn with width transition #10518

a vehicle enters the lane outside its bound (and thus as a shadow on a different lane). However, both lanes have different lengths and this is causing inconsistency in planMove / collision detection

maybe change the network model so that the internal lane computes sublanes for the bigger width
