due to inconsistencies between the default implementation of brakeGap and stopSpeed we can get into a situation where

the car first assumes it can brake before an intersection with desired decel (due to brakeGap)
performs emergency braking when actually computing MSCFModel_IDM::stopSpeed

Another case is found, but the situation cannot be reproduced in an extracted small network. please use the network and the files under S:\Sumo\Bugreports\11498_network2 The repective info is following: Warning: Vehicle 'bike9' performs emergency braking on lane ':5912628378_3_0' with decel=7.00, wished=3.00, severity=1.00, time=1925.70.
