connection missing if merged lane changes #12768

If a tram is merged to lane 1 and on the subsequent edge to lane 0, the connection is missing. It is probably a bad idea anyway to let the tram change lanes, see #12709 and #12585 but at least it should have a connection. image

the immediate problem is solved but we should recheck vclass connections whenever the permissions change for all the special cases
