[JuPedSim] Merge annotated DXF polygons into network. #13307

For the needs of the SISAME 2.0 project as well as the SUMO-JuPedSim coupling in general, we need to be able to merge annotated polygons into a SUMO network. This will be implemented in the MSPModel_JuPedSim class.
