stateReplay does not replay traffic light states originating from traci.trafficlight.setRedYellowGreenState #14214

When replaying a simulation with the stateReplay tool, link states originating from traci.trafficlight.setRedYellowGreenState and traci.trafficlight.setLinkState in the source simulation are currently not replayed in the target simulation as signal states are assumed to be determinable by programID, phase and duration through the network configuration.
