In Germany cars should not overtake at the right as a general rule. It is permissible inside the city and in jammed conditions. At the very least it should not occur at speeds above 19m/s.

The relevant scenario is in M:\Daten\Sumo\Bugreports\733_overtaking_right

Maybe this is solved already? At least the given scenario looks not that bad. @leoluecken or @namdre could you please recheck?
