consolidate/implement a network mapping script (trac #824) #824

It would be nice to have something with a known accuracy for network matching. It would be nice, for example, to be able to tranfer the changes we do on Navteq-based networks to networks imported from OSM.

We planned some Vabene-resources to work on this. If I'm lucky I'll get them approved.
