chargingStation issues #8351

[x] battery device tracks everything in Wh but charging power is assumed in Ws -> interacts with #8349
[x] chargingStation parameter units are not documented
[x] subsecond output for charging stations writes ~~raw SUMOTime~~ invalid time
[x] subsecond output for charging stations does not aggregated multiple charging steps as it does for 1-second steps
[x] output for charging stations does not aggregated multiple charging steps if multiple vehicles are charging simultaneously

@kubasevca @jprk the same issues affect MSOverheadWire since it copied lots of code (and documentation)

conversion from Ws to Wh disabled when tracking fuel (ff4c73fe75adf57f1bf2897650a6af180e85ac10)
