create acceptance-gap scenario from historical messstrecke data (trac #981)

• figure out if the historical data is sufficient to create such a scenario (detectors before and after junction at non-signalised priority-junction, situations in which the minor vehicle has to wait for a gap in major flow)
• create scenario from historical data
• calibrate simulation parameters (especially impatience)
• setup nightly tests to compare simulated behavior with measured behavior
• write a paper on findings (especially regarding impatience)
