Feature to select template for Project Clearing report #1073

Present

Now the user can only create the project clearing document in the default template in SW360. This creates limitations when it comes to additional work to add branding/ organization specific information to the document.

Proposal

Feature to provide the user the ability:

  1. to generate the project clearing document based on the template that the user can select.
  2. to create the project clearing information in multiple formats ( xml,.md`.json etc)

I think regarding the multiple formats, this maybe need input how this can be done. My personal preference would be to use SPDX (with multiple formats) and then use comments in SPDX to add clearing information

note that the template mechanism is there, maybe we should just provide two templates to point out it is there.
