Support device in non-default namespace #238

Changes

  1. Target manager queries for devices not only in default namespaces
  2. Http reporter return error if http status code is not 200
  3. fix https://github.com/eclipse-symphony/symphony/issues/138

Test Manually created devices in non-default namespaces. And then launch symphony agents to take snapshots on those devices and report status back to symphony devices and targets.
