Schedule deployments with different priorities #313

A customer suggested that in a busy system, it would be useful to schedule a new deployment (such as creating a new instance) with higher priorities so that the deployment can be handled faster.

On the other hand, auto-triggered reconciliations on timer can be assigned with a lower priority so that customer actions can be handled faster.

We firstly consider to add priority in job queue in symphony.
