Bump tough-cookie and jsonld in /packages/core #477

Removes tough-cookie. It's no longer used after updating ancestor dependency jsonld. These dependencies need to be updated together.

@danielpeintner can you restart the run? As a non-committer I seem to be not able to do that

Ok it seems to be some other problem, jsonld got upgraded 4 major versions and locally tests hang as well...

After the removal of the web package and the creating of a new one, this PR has too many conflicts. Since the actual change is trivial, we will open a new PR and fix it
