Moving OpenAPI converter from playground #25

https://github.com/eclipse-thingweb/playground/tree/master/packages/td_to_openAPI should be moved here by doing the necessary adjustments like in #23 (publishing, deleting etc.) with name "@thingweb/open-api-converter"
