CoAP addon #251

Previously as ThreadX, netxduo had a CoAP implementation. It seems like it was not released as part of the transition to the Eclipse Foundation. It would be great if Microsoft can contribute that implementation as well or adopt something like https://github.com/obgm/libcoap.
