dpdk: Initial commit #43

This commit adds a plugin to handle DPDK traces. DPDK is a collection of libraries used to accelerate network packet processing. These traces can be generated using the Trace library from DPDK.

The test trace dpdk_service_cores is available in tracecompass-test-traces.
