This PR deletes two unmaintained repositories. They are deleted instead of archived, because they are not even initialized.

Repos to delete:

• eclipse-tractusx/sig-testing
• eclipse-tractusx/quality-dashboard -> Legal docs initialized 8 months ago. No activity since then
