Description

This pull request makes task steps configuration easier to adjust

Extract the Orchestrator's state machine logic to a configuration
Remove references to explicit steps in the test cases
Make the step referenced in the Cleaning Service Dummy configurable
Make the step referenced in the Pool configurable
Document how to adjust the golden record process steps in code
