Why we create this PR?

This PR contains the following changes:

• Prepare edc assets, policies, contract definitions and digital twins of dpp/irs testdata
• Update script to support the registration of IRS test dataset
• Register test data to the dpp provider/ registry for testing purposes (INT and DEV)

What we want to achieve with this PR?

To test DPP and IRS drill down components functionality using mock provider and registry.
