Release/v2.3.0 industry core changes: updated dpp testdata script and testdata payload #260

Why we create this PR?

This PR contains the following changes to the test data payload:

Added manufacturerId and digitalTwinType attributes to the specificAssetIds in digital twin registry
Added localIdentifiers to the SerialPart aspect model.
Updated testdata script to allow registry EDC constrained policy

What we want to achieve with this PR?

To be compliant with the latest Industry Core KIT

What is new?

Added

Added the following Industry Core changes to the test data payload:
