Update testdataset asBuilt to 1.6.4 #239

As testmanager , I want to have the latest testdataset, so that i can test with latest parts.

added SingleLevelBomAsSpecified and PartAsSpecified (TDG-4) in 1.6.3
hasAlternatives set to "false" (TDG-31) in 1.6.3
changed URN to "samm" for Batch, ProductDescription and SingleLevelBomAsSpecified (TDG-33) in 1.6.3
add SecondaryMaterialContent (TDG-32) in 1.6.4

Outcome / Acceptance Criteria

Outcome

Testdataset asBuilt 1.6.4 can be used for testing on DEV and INT.
Acceptance Criteria
[ ] Testdataset asBuilt has been updated to 1.6.4.

Out of Scope

Issues with testdataset -> For any issues with testdataset testmanager will create TDG ticket to fix.

Blocked until a Testdata file has been released with changes affecting our scope

@jzbmw there is already a newer version 1.7.0 I will close this.
