As contributor, I want to have documentation of a feature, so that I can improve or extend it.

Add documentation for Data Integrity Layer
Move DIL content from Confluence to GitHub
Create concept /docs/concept page in Github with DIL documentation on DIL branch
Add new chapter in ARC42- Link Concept page to ARC42
