Update licensing and legal docs for TRG 7

This PR addresses issue #681. The following was performed to achieve compliance with TRG 7:

added the new LICENSE_non-code file containing the CC-BY-4.0 license in the repository root
added the "Project Licenses" & "Terms of Use" sections in CONTRIBUTING.md
adapted the "Declared Project License" section in NOTICE.md
