TRG 5.09 Helm test and upgrade workflow missing #129

The current helm-chart-lint workflow is only linting the Chart, but not executing the test and upgrade step, like described in the workflow example in TRG 5.09

Since the Chart contained in this repo rely heavily on the tracusx-edc, the Helm test and upgrade workflow can be added (if possible) at a later point in time. Not necessarily needed in 1.10.15 (Tracuts-X 23.12)
