feat(docu): add docusaurus integration

Description

Created new directory documentation for docusaurus.
Moved most of the existing documentation in there. Left some documentation in docs, which does not look like it belongs to a documentation or is out of date.
Added some general SSI documentation.
Added Docusaurus Publish Workflow

Please ensure to do as many of the following checks as possible, before asking for committer review:

[ ] DEPENDENCIES are up-to-date. Dash license tool. Committers can open IP issues for restricted libs.
[ ] Copyright and license header are present on all affected files
