Current Behavior

Following files are lacking a license header:

src/PolicyHub.Entities/Entities/IActiveEntity.cs
src/PolicyHub.Migrations/Seeder/BatchUpdateSeeder.cs
tests/database/PolicyHub.DbAccess.Tests/HubRepositories.cs

Expected Behavior

Per TRG 7.02, license headers are needed.
