Send email when aligning Postgresql version

Reason

AC

Jenkins from EF can send out an email
Check some remote postgresql website nightly to see what is the current postgresl version
Send out an eamil on new version and tell them to align on the postgresl version
- Which includes changing helm test (if they already follow the TRG)
- Tell them how this script is send out (how to change it?!)
If this workflow breaks, it still inform about this
Don't spam the mailinglist! (only one email per 1-2 weeks?!)

Additional information / links It could be that Fred needs to add/allow the mail bot of jenkins onto the mailinglist There is already a Test Jenkins job sending out an email: https://ci.eclipse.org/tractusx/job/sigis%20email%20send%20test/1/console

is this really ready for review. Just found this PR: https://github.com/eclipse-tractusx/sig-release/pull/61 and think this is related to the overall issue, isn't it?
