Create github action for cleaning up old container images

Reason Catena-x will produce a lot of container images. Images for PRs, test releases etc.

AC

• Solution which deletes all images based on the following rules:
  • Older than x days
  • Not :latest
  • Not an official release (might/has to contain the semversion)
• Solution is documented in
  • our documentation
  • Office hour
  • example helm chart repo
  • Add a hint in our TRG's regarding container image tags (suggestion on how to tag an official release and how to tag dev images) with a reference to our happy path
