[base images]: check, if we can align on `cypress/included` as base image #309

Like mentioned in this discussion, the cypress/included image is used by at least one of our teams. So we need to check that image out and verify licence compliance and gather information for our notice.

In my opinion, this tasks is done. With the separate steps being:

Enhance automated TRG checks, so base image check can be skipped on non-published images
Enhancing TRG 2.05 with better description on the metadata file and how to use the feature mentioned before
Enhancing TRG 4.02 with better background info on the base image alignment process
