feat(script): added script for searching files in github using the CLI

Description

Because sometimes we need to enforce repositories have some files or not, we need to search which repositories comply containing the files and which ones not.

Added

• Added script to search for specific files in all the eclipse-tractusx repositories. Providing which repositories have which file and which repository has no file from the list at all.

• Added script to create an issue in all the eclipse-tractusx repositories that were indicated in a list of repositories.

Pre-review checks

• [x] DEPENDENCIES are up-to-date. Dash license tool. Committers can open IP issues for restricted libs.
• [x] Copyright and license header are present on all affected files
