Define a general communication strategy and governance necessary to ensure for all CX association members and Cofinity-X members transparency on policy / module versioning and backwards compatibility

[ ] In what meetings news should be shared, e.g. CX e.V. Operational Sync

will be moved to Catena-X e.V. repo for Data Sovereignty as soon as it is discussed. Will not be discussed in Open Tractus-X planning but in Catena-X planning
