Description

Updates to contact list of Authors.md
Added onboarding.md for new joinees to SIG-security (for future use)
Added issue template to get onboarded
Removed security-tooling.md which will ONLY be maintained under TRG 8.0
Updated README.md with relevant links
Deleted assets folder (which had .png file related to dependabot)

[ ] DEPENDENCIES are up-to-date. Dash license tool. Committers can open IP issues for restricted libs.
[ ] Copyright and license header are present on all affected files

@SebastianBezold : Based on your suggestions, I will make changes to the README.md and mark necessary onboarding steps to the existing Eclipse Foundation rules.
