[Governance] Make sure semantics are haromized over the whole model repository

We need to introduce a governance activity to make sure that previously defined elements are reused or adjusted where applicable.

This should include proper usage of shared models,as well as a business glossary for

Proposal: Add additional checks in MS2

• released shared models are used where applicable
• common terms defined in the Business Glossary (TBD) are used where applicable

The Business Glossary should just be a compiled list of elements out of existing models. This could be a shared model or an ontology or just a simple glossary.

Another related issue is to include mandatory usage of the CatenaX data chain template standard for part relation properties.
