Remove Jira release publishing action #1033

As a project maintainer, I want the GitHub Action defined in https://github.com/catenax-ng/tx-traceability-foss/blob/main/.github/workflows/jira-publish-release.yaml to be consistently removed from the project, so that I can ensure the project is not using outdated or unnecessary workflows and maintain a clean and efficient CI/CD pipeline.
