[Bug] Constraint display in policy management view

Description

The constraints in the policy management table are shown without proper formatting and as cx-policy instead of cx-constraint. Also, it should not be possible to have mixed logical operators.

Current behaviour

Expected behavior

The constraints should be displayed like this instead:

• [ ] cx-policy renamed to cx-constraint in api
• [ ] cx-constraint is not shown in the frontend
• [ ] proper line breaks between individual constraints
• [ ] logical operator shown in front of constraints
• [ ] only one logical operator allowed in policies

Steps to reproduce the Bug

1. log in as administrator
2. go to administration section
3. go to policy management view
4. look at constraints in policy table
