Reactivate Xray Tests in Jira of Association #1235

As testmanagement team I want to execute tests in JIRA Xray so that product could participate in e2e tests

Hints / Details

Acceptance Criteria

[x] Tests are enabled in association xray
[x] Test executions are imported into jira
[x] Tests are executed
[x] Update test execution to current state
[x] Create Secrets for Jira technical user in Eclipse Github organization (create ticket in Eclipse Helpdesk)

Currently we are missing the following secrets:

After successfully creating the secrets in the repo: https://otterdog.eclipse.org/projects/automotive.tractusx/repos/traceability-foss#secrets

The test of https://github.com/eclipse-tractusx/traceability-foss/actions/workflows/xray-cucumber-association.yaml was successfully conducted with the following test scenarios:

Testing a running environment: Testrun on running int, associated X-Ray issue
Testing an environment without a running TraceX-A instance: Testrun on broken int, associated X-Ray issue
