Collateral allocations of GC Repos should be based on a configurable list of books, from which available securities are picked up.
For this, a new type of object named "Allocation Configuration" should be created.
This object contains a list of books.
It should have its own configuration GUI.
It should be possible to set an Allocation Configuration object in the Processing Org Defaults.
In the manual allocation GUI, available securities should be picked up from the books configured in the Allocation Configuration set for the current PO.
This change needs features #91 and #92 to be implemented.
