First increment of offline support #111

This is the first attempt to introduce some offline support in Velocitas. We cannot merge this until we have updated and released https://github.com/eclipse-velocitas/devenv-devcontainer-setup, but we can remove changes here.

@doosuu @MP91 @dennismeister93 - do you think this is a good first step for this repo?
