Description

Factoring out remaining tasks from Bug 492805.

The EMF Base indexer code should be made more manageable. The following components should be isolated:

• core indexer logic
• indexing goals and subscriptions (requested services, etc.)
• lightweight NavigationHelperImpl providing NavigationHelper API on top of the indexer core
• lightweight EngineContext providing IEngineContext API on top of the indexer core
