Create a hugo install to show modifications for this site. #1

  1. Create a hugo deployment using https://themes.gohugo.io/themes/beautifulhugo/ to start with
  2. Integrate with github actions such that when a repository is updated on main it builds and creates the website
  3. The website that is output should be in this repository.
