Platform start status #186

When starting the platform and quickly running a vctl command, I get platform not started.

Status message printed into the console saying "starting platform" followed by "platform started"

There are a couple of things going on. Right now volttron, on the server startup, doesn't have any way of knowing which services are 100% ready for connection. So when vctl status is trying to connect to the platform it returns the platform is not started. This is an issue, especially for developers.
