After https://github.com/bonicim/volttron-openadr-ven/pull/2 and #17 are merged we need to have the asyncio loop stop. This maybe as easy as handling a kill message from the stop command, but needs to be investigated. Without it the stop agent will just flat out timeout and a -15 will show up as its status when using vctl status.
